No you shouldn't need a paypal account. Just enter your card info and it should work.

Hello,

I want to make a payment to a website and the website has PayPal payment there is also an option to use a credit card to make that payment. So can I just make a payment using my credit card or do I need a PayPal account because the website says only payment from the following account would be approved i just put my email there but I dont have any PayPal account. The screenshot is attached for better understanding.

No you shouldn't need a paypal account. Just enter your card info and it should work.

I don't think there would be, but it really varies by website and by the payment system they use. If they're using the Paypal system to process debit and credit card transactions though (which I think they are), then I don't think there's a fee.
