I’m about to build a pc for 1080p gaming around £900 and am wondering if the rtx 3060 will be coming in the next 2-3 weeks or whether I should just go for a used 2060/5600xt?

Also there are lots of rumors suggesting that there will be a 3060 for 300, but nothing is confirmed.

We've yet to hear anything out of Nvidia about the 3060 non-Ti, so we can't really tell you when it will actually be released.

 

However, if you could stretch your budget to a little over 900 quid, you should be able to fit in a 3060Ti without having to sacrifice a whole lot on the rest of your system:
