It sounds like coil whine. It's most common on GPUs (though can happen on PSUs), so I would make sure that its coming from the PSU and not from the GPU. Even if it is coming from the GPU, a bad PSU can cause a GPU to whine, so run the new unit to see if it goes away. If you make sure that it is coming from the PSU, a new one should fix it, and if it doesn't, get a UPS to act as a power cleaner. Also check that the new PSU is highly rated on the PSU tier list.

Noise can come from HDD if one use that and it beings to fail, PSU, GPU, if not you are hearing a fan noise (but I guess not).

higher rated PSU can give maybe a cleaner output, so it might help a little but not really sure.

Else it can be the GPU like said above.

Ok i saw if i could make sure it is the psu but it turns out its both but the psu is way more and the gpu coil whine is wayyyyyy less noticable
