I have a B550 motherboard & a Ryzen 7 5800x and I cannot get it to post.

Do I need an older AM4 for it to install the Bios on it?

Some mobos allow  you to update the BIOS without the CPU installed, check your mobo manual, it might be possible

Mine just says they can be updated, so I don't know for sure.

It looks like that this particular motherboard does not come with an updated BIOS when purchasing from Amazon. You'll need to get a boot kit from AMD to update the BIOS, or use another AM4 processor. There is no BIOS flashback for your particular motherboard.

Or you may need to use a local computer shop to update it for you
