I'm building my first PC hopefully tomorrow and I was wondering if I could prepare the case with the standoffs and fans before actually working with the other components later. 

 

If I can, do I still need an anti static bracelet in order to work on the case itself and just install the fans? Also, is it risky to put the case down on carpet before working in it?

You can do that all today, and no need to worry about the case or fans.

 

No problem as long as you're grounded once working on the PC itself. A good way to ground yourself and your stuff is to plug your PSU into the wall, and either attach the grounding strap to it, or just touch it from time to time. The metal "case" of the PSU will be grounded when plugged into the wall.

Most cases wil come with standoffs pre done, however if not, you may want to apply them while building as you can line the motherboard up and see if all the motherboard screwholes line up with the standoffs and to make sure that there are no standoffs sticking into the motherboard (shorting, and maybe frying the sensitive components.

 

And No, you don't have to wear a braclet when working the case or fans as its grounded and they are not ESD sensitive components.

Yeah, sure.

Just keep in mind with the standoffs you might need to doublecheck you have the correct ones installed (and not too many) when you have the board.

 

 

In theory there are some components in the case that could be damaged by static electricity (i.e. the front USB/audio ports are usually on a little PCB, which could be static prone), but in practice there is not really much that can go wrong.

If you have an anti-static bracelet, of course nothing is going to get hurt by using it. If you have the PSU already, you can also connect that to a (grounded) socket and discharge yourself by touching that periodically.
