So, im enjoing cyberpunk 2077 on my 6 years old  sistem, i5 3450 and a slightly overclocked gtx970. (cpu boosts to 3,5 and stays there all the time i think, temps are around 60-70 degrees)
Im playing on mix of low/medium settings and i get 30-45 fps most of the time, but i noticed that my cpy stays hard locked on 100% and gpu in 80% range most of the time exept when driving, when im driving a bit fast gpu drops to 40% even =D so i believe the cpu cant process and feed frames fast enough to the gpu.
I know that my cpu/mobo doesnt allow overclocking but is there anything i can do?

You are playing on low-medium settings so its normal that the component that is maxed out is your CPU.

 

Try to change your gaming settings making the CPU intensive ones low and the GPU intensive ones higher.

 

If your CPU is maxed out while giving you 45FPS, you can increase some (not much) settings that are GPU intensive and you will see no difference in frame-rate.

There's not much you can really do in this case. If you are worried about the low-ish (80%+ generally isn't too bad of a bottleneck), you can improve the graphics settings a bit and it should be able to run about the same.

 

Keep in mind your system is as old as PS4/Xbox 1 which play CP77 at 720/900p at <30 fps, so I wouldn't expect much better performance than that.

The more I learn, the more I realise I don't actually know anything. 

 

Recommendations: Lian Li 205m (sleek, pretty decent airflow for a non-mesh front panel and cheap), i5-10400f (Ryzen 5 3600 performance, 20% cheaper), Arctic P14 PWM fans, Logitech g305.

Your CPU is below recommended specs, more so than your graphics card. You might consider an upgrade to an i7 or similar Xeon processor.

I WILL find your ITX build thread, and I WILL recommend the SIlverstone Sugo SG13B

actually im playing on 1080 =P from what i've seen the base consoles are not even comparable to my experience, they are horrible to look at

Yeah true, the difference between your PC and those consoles in terms of specs are pretty huge. In any case, you have a 6 year old system trying to run a 'next-gen' game, so the performance isn't expected to be great.

at this point in time i cant spare cash to upgrade, im sitting home since march and getting half of my pay coz of covid =(
When i will able to i think i go straight to a new system with a ryzen
