GPU thermal throttling after clean windows install on nvme m.2 drive

My Radeon RX 5600 XT suddenly started to thermal throttle, the first time it happen was right after I switched from a sata ssd to an m.2 drive. I reinstalled windows on the m.2 drive and ever since my gpu has been thermal throttling. It does it in every game, even in non gpu heavy games like rocket league. It never happened in any game while I used the m.2 drive. Does anybody have a clue why this is suddenly happening? I have installed the latest drivers, BIOS, windows updates, other updates even did a CMOS reset.

My spec:

  • AMD Ryzen 5 3600X
  • Radeon RX 5600 XT
  • 16GB ram at 3000mhz
  • ASUS TUF Gaming B450m-plus motherboard
  • Be quiet! 650Watt powersupply 80 plus bronze rated

I also don't oc anything and have stock cooling.

@Falkentyne Sorry, should have added them in the first place. Fans are spinning, the fan speed seems to drop to around 600 rpm. After that the clock speed drops.
