It's pretty close, I wouldn't be comfortable with it. I am assuming that power supply is from a prebuilt or something and not a name brand power supply with a good 80plus rating and strong reputation for quality. 

 

I don't trust the random junk put into OEM systems to run that close to the max spec. It'll probably work, but it may just stop working one day, and in a violent manner. If you must, you can do it, but I wouldn't recommend it long term

It should be fine as long as the power supply is not defective.  If this is a new computer for you, making sure it is clean if very important.  You should also be aware not all thermal past will last for 9 years and may need to be replaced.  On a side note, english does not seem to be your first language, but you seem to write it very well, just one thing. "Kindly answer it." seems sorta insulting to me.  (Keep in mind I am a American), Perhaps use the phrase "If anyone could kindly help". Feel free to ignore me if I am showing my ignorance.  Keep in mind if the computer is prebuilt then chances are you may have to do a check to make sure everything is seated well and clean.
