You can't really unless you're a student.

It costs the same as Windows 8 just about everywhere...

 

However if you're a student, you can purchase it from Microsoft for much cheaper.

Really? I thought Windows 7 cost $10 less than Windows 8.

Not what I've seen. Often Windows 8 is cheaper.
