OK, so I need a new mic, for my PC. I already have headphones. It will need to be about $100, and/or with an arm, and with a mixer. I do not know a lot about mics. Do you need a mixer, if not, that would be better, because AI don't really need one.

You dont have the budget for mixers and professional microphones etc.
Rode NT USB Mini - €97 
Shure MV5 - €109 
Two USB microphones I personally think are good. I use Shure MV5 for my discord gaming voip etc. Simple USB plug and play works well sounds good. 

I'm not American so its not easy for me to find cheapest place and you'll probably be able to find both around $90 mark if you do some shopping around.

A little over the budget, but I'd recommend the Elgato Wave 1 mic.  Mic sound quality is great for a USB mic, and has a relatively small size.  Comes with Elagto WaveLink software which is a software controlled mixer that is pretty powerful.  We've included an adapter so the mic can be mounted to our Elgato Multi-Mount or aftermarket mic arms.  If your headset is analog with a 3.5mm connection, you can connect it to the mic for monitoring as well, which is quiet useful if your headphones have good passive noise cancellation.

If you're looking for a new mic that's kinda my niche on here... Under a hundo with all accessories included I would strongly recommend either the Samson Q2U or AT 2005 just because they're reasonably priced and allow for both USB and XLR connections in case the USB section dies (which is not uncommon with all USB mics). Being dynamic they also miss most of the background noise that might be in your space which is an added bonus.
