Crazy high cpu usage in Cyberpunk

yes, having single channel memory will affect your cpu performance.

Yesterday one of my 8 gig ram sticks died, leaving me with only 8 gigs of single channel ram until I get it sent back for rma. Today I got my 3080 (Yes my ram died 1 day before getting the card of all times) and I was hoping only having 8 gigs wouldn't impact my performance and I'd be able to finally play cyberpunk at a good framerate and good quality settings. But I'm getting 30-40 frames on the ray tracing medium setting. My gpu sits at around 30%-50% usage while my 8700k sits at 100% usage (With cyberpunk using up 80% of that). Also my ram usage goes up to about 90% usage but that's way less concerning that my CPU. Could my high CPU usage connected to my ram somehow? I get this same bottleneck in COD cold war too.

cpu: ryzen 5 3600 @4.4ghz @1.35v

gpu: rx5700xt 2200mhz

ram: vengeance lpx c15 3200mhz

mobo: gigabyte b550 auros pro 

psu: cooler master mwe 650w

case: masterbox mbx520

fans:Noctua industrial 3000rpm x6

Go to Gameplay Tab and set Pedestrian counts to Low.

Still plenty of NPCs and when compared between Low and High, I gained GPU usage and lowered CPU usage a bit.

Maximums - Asus Z97-K /w i5 4690 Bclk @106.9Mhz * x39 = 4.17Ghz, 8GB of 2600Mhz DDR3,.. Gigabyte GTX970 G1-Gaming @ 1550Mhz
