Frame dropping in all games, with GTX 1080 and i7 6700k

I am experiencing constant frame drops in all games.

I have an MSI GTX 1080 GAMING X 8G and an intel i7 6700k. 

Where do I even start looking?

Check if the CPU is thermal throttling, if the GPU and CPU are at super low usage, and if your ram is running single channel or at a super low speed.

I WILL find your ITX build thread, and I WILL recommend the SIlverstone Sugo SG13B

 

Primary PC:

i7 8086k - EVGA Z370 Classified K - G.Skill Trident Z RGB - WD SN750 - Jedi Order Titan Xp - Hyper 212 Black (with RGB Riing flair) - EVGA G3 650W - dual booting Windows 10 and Linux - Black and green theme, Razer brainwashed me.

Draws 400 watts under max load, for reference.

 

How many watts do I need? ATX 3.0 & PCIe 5.0 spec, PSU misconceptions, protections explained, group reg is bad

Thanks for your reply.
So cpu and gpu are not throttling when there is low usage. I am going to check the RAM now. 
I have to ram slots, both have 8gb sticks slotted. All ram is detected, at lower 2133 Mhz speed
