Task manager doesn't show all types of GPU load, use another utility like HWInfo.

Check the CPU stats in taskmanager. Most likely 1 core is at 100% holding back all the rest.
Not every aplication has good multi-threading.
If thats not the case something else is holding it back? Temps or power are possible the only throttle reasons?

(Edit i can see its not a power limit from HWinfo screeny, try posting pic of temps after 10 minutes of running).

Also the GPU fan being at 0% might not be correct. Unless its idle. But i dont think that card has a fan off mode...

When i ask for more specs, don't expect me to know the answer!

This is correct stats, check them when running some game or 3DMark, since as others pointed out, Cinebench is not supposed to stress GPU
