my current system is :

9700k

Z390 m Gaming MB

16gb corsair lpx

rtx 2080ti

noctua d15s

 

i have never over clocked before and just recently set my MB to all core boost ( i know should have done on day one lol )

now the question have is what is a safe voltage ? I have noticed on HWmonitor voltage spiking up to 1.412 volts on cpu, i hear all this talk of 1.35v being the max ideal voltage.

my VRM's run around 34c at idle and around 55c under load (all core boost active)

my CPU runs around 18c at idle and around 55c under load aswell (all core boost active)

because my temps are rather tame 1.4xx volts is not an issue correct ?

 

i am sorry if the wording is weird or if more info is needed this is all rather new to me lol

18c idle. What is your ambient temp? Living in a shed? 

1.45v is max. But yes with all core I say about 1.35v on load.

I comfortably ran a overclocked 8600K at 1.375V all-day. I'd say as long as your temps are good, higher voltage shouldn't be a big problem. Some people have said their CPU degraded quicker, but other people say they ran a CPU at 1.5V for years and it's still fine.

If someone did not use reason to reach their conclusion in the first place, you cannot use reason to convince them otherwise.

Are you checking the VID or the Vcore? Since they're not the same thing.

 

Also, I'd suggest using HWiNFO64 as opposed to HWMonitor - it tends to be more accurate than the latter.

1.412V is safe, though if anything, it seems a little unnecessary for stock speeds.

Unless by "all core boost active" you mean that you enabled some sort of "Multicore Enhancement" functionality, which would explain the (likely) unnecessarily high voltage.
