Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): 65$ used in darkflash dlm21 mesh case + 2 darkflash dr12 pro rgb fan, already has a samsung 860 evo 250gb, cv550 psu, argb controller and 3 in 1 argb darkflash dr12 set.

can this be improved?

At this budget tbh, I'd recommend a used build.

the used market here is bad. all of the used stuff is core 2 duos and stuff that are overpriced, and if i buy from overseas the shipping is 1/4 the cost of used pc and upgradability is kinda what i need and am4 is the best for that.

Yes, go on ebay or whatever the used market is called in your country and buy Used parts or if you find a good deal, even used builds

the only used market is facebook market place and theyre usually lga 775 stuff that are overpriced like theyre sold for like 300$ and theyre usually not cleaned at all.
