Can this psu handle a c2q q9400?

I have an old hp workstation with a 240w psu with the following rails:

5.08V: 17A

3.33V: 15A

12V: 7.5A

 

It currently uses pentium e5400 65w. Which means it takes 5.4 amps from the 12v rail?

And the c2q q9400 is 95w.. meaning it would take 7.9 amps from the 12v rail?? Thus being incompatible? Or these old machines don't use the 12v for cpu?
