Mouse keeps jumping to top left of screen

Basically every time i try to move the mouse it just constantly jumps to the top left of my monitor, and only sometimes it will stop for a couple of seconds and I can actually click something. It is hell and I wanna fix it. I have a razer basilisk and I've tried my pc with a different mouse and plugging into different usb ports and its the same problem, so I know it is a software issue.

Edit: When I unplugged my second monitor, it works fine?

Oh my god I feel so stupid, it was just because my drawing pen was plugged in and lying on the surface, so it was constantly just telling the pc to go to the top left
