Is 650 Watts going to be enough for this combination?

I know that there is a chart but I want to be sure... I want to pair a 3070 with a 3600 (I know it's overkill) and I already have a 650 Watt power supply and I want to know if I will need an upgrade

On paper it should be enough but it's been reported that 30 series cards like to spike in wattage in certain situations so it will depend on quality of your PSU if it can deal with it. If it doesn't  then your PC with shut down or restart each time it happens. Could you tell us which PSU you have?

How old the older ones may have issues the new ones should probably be fine.

I bought it in late 2017 and it was used for an rx580 and a 3600

Oh yeah then you probably have one of the units that goes into safety mode far too early so most likely it's gonna shut down with the 3070 even tho it should be able to handle it
