Pc Won't Shutdown or Sleep

I'VE GOD DAMN FIXED IT!

 

For anyone else wanting to know, it was that stupid "Hybrid Shutdown" thanks to Windows 8.1 that was starting the Pc back up. I'd never even heard of it until now.

I've tried posting this problem twice before, but both times in the wrong section and didn't find a solution, just noticed there is a troubleshooting section so I'm posting here.

I have a problem with my new build, it simply won't shutdown and I have no idea why, shutting the Pc down results in it turning off for around three seconds before it boots back up, same thing for putting it to sleep.

However, if I shut it down, boot into Bios and then click the power button, the Pc will stay off. Another way to shut it down is to turn the PSU off and on after shutting it down.

 

Does anyone have any ideas? I've seen people suggest faulty PSU cables, but I can see no physical fault with them. I've also seen two other people in all the searches I've made with the same motherboard and problem, but did not post a solution.

 

EDIT:

Nothing has worked so far, here is a list of what I have tried.

 

Reset the bios.
Cleared CMOS.

Unplugged all PSU cables, and replugged.

Tried all motherboard buttons for resetting Bios/CMOS.

Tried unplugging all external devices.
Went though whole bios looking for something that could be restarting the system.

CPU: i7 4770k

GPU: EVGA GTX 780 SC ACX

SSD: Samsung 840 Evo

Ram: Corsair Vengeance LP 1600MHZ

PSU: Corsair CX600M

Audio: Asus Xonar DGX

Case: Fractal Define R4

i had the same problem and it was related to intel power management software (part of intel drivers ) and i managed to fix my problem with reinstalling the latest from the intel's website

I have the manageability engine, network connections and rapid storage technology installed though.

 

I'll head over to the intel website and see if it can find anything I need to update.

I don't think I have Intel power management software installed...

I'll head over to the intel website and see if it can find anything I need to update.

yup i meant  IME (management engine) sorry about the confusion ,if that doesnt work try removing them completely and reinstall them

Disable restart on error. Its in computer> properties> advanced i think.

 

Just disabled restart on error, problem persists.

Right, I'll head over to AsRock and re-download the latest drivers from there, as the automatic scan from Intel detected all programs were up to date.

Upgraded IME via Intel site, still no joy.

Pc will not shutdown.

Restarted in Safe Mode, Pc would shutdown normally, so some setting or program is preventing it from shutting down... 

I'm losing my mind here, I've been over everything and reinstalled every driver.

Does anyone else have any ideas?

check your Power Settings in control panel. view your current power profile (typically, balanced, high power etc etc)

dive into the advanced settings.. turn off "allow wake timers"

 

Also,

go to device manager, navigate to your network card. open the options/properties for it.

look for WOL/Wake on Lan. disable anything related to it.

I already did all that, nothing else is enabled that would allow the Pc to wake itself through power options.

 

 

In device manager see if you have a group called IEEE 1394 Bus Host Controllers, select 'allow pc to turn off this device'.

 

I couldn't find anything in the device manager by that name.

I've just reinstalled my whole operating system... Problem persists.

I am now starting to think this may be a MoBo or PSU problem, but I can't afford to go without my Pc the length of time it would take to get replacements.

 

Does anyone else have any ideas?
