Can't open Windows Displays setting just closes

I had recently just done a reinstall of windows 10 not a full clean one tho so some folders and games I kept. But now I can't open Windows display settings, I can open anything else but the area. I have tried signing in on a new account giving it admin but thats doesn't work, also tried some CMD commands for scanning too. Please help.
