About a two to three months ago I decided to build my PC instead of buying a pre built one cause I've had some very unfortunate experiences with them....

 

I eventually finished building it in September and its been working great, I'm Very proud of it, but just recently I've been paying attention to the performance graphs and I've been seeing something strange

Now I'm not the most experienced person in tech (I watched LTT's "First Person View PC BUILD Guide!" for help) so I'm not sure if this is what bottlenecking is:

 

Whenever I play games my CPU (3700x) is at 80-90% usage, while my GPU (RTX 2070S) is just chilling at 15-26% usage, is this what bottlenecking is? and if so is there anything I can do about this?

Task manager is horrible for monitoring system usage. Use GPU-Z to monitor your GPU usage and information.

Why would a 8 core 16 threads processor be at 80%~90% while gaming? - That's strange

Even my 6 core processor doesn't do that,even at CPU intensive games like Assassin's Creed Odyssey.

The only game I'm really ever playing is just doom eternal, tho sometimes I will have something like Firefox open to listen to something while I play, but it usually doesn't matter because regardless of whether its just A game open or A game and 1 tab on Firefox CPU is (from what task manager says) at 90% usage, tho I'll see if there is another app for monitoring performance

A screenshot from the "Details" tab would be helpful.

XMP allows you to run your memory at its rated speed instead of the default speed for DDR4, which is 2133. It can be enabled by looking for the XMP/DOCP dropdown in BIOS. It shouldn't have a major effect on your CPU usage, but it will substantially improve your framerates.
