My First Gaming PC build from 

 an AMD Athlon 3000G

 an 8GB DDR4-3000 dual channel kit

 an MSI B450M PRO-VDH

 Corsair VS 450W on

 a Deepcool MATREXX 30

 a Seagate Firecuda 

and i picked a msi geforce gtx 1050 ti graphics card and its laggy still i dont know whats going on im new new to pcs im not sure what i need to upgrade or if i did something in the settings

there is a difference between lag and fps drop. 

what is your fps in your game and which game are you playing?

As for your issue have you plugged in your monitor cable into the GPU or mobo? Make sure its plugged into the GPU.

if you are running high refresh rate but you can't hit the target refresh rate, try to lower your monitors refresh rate. if you want to upgrade, your cpu would be a excellent choice. if you don't have too much money, a r5 3600 should fit well. anything higher and your gpu might bottleneck

im getting 16 gig ram as well for streaming im running two slots of 8 ddr4

A 1650 super could be a good upgrade without spending to much money.  If you paired a r5 3600 with a 1650 super you could probably get around 50% or more performance depending on what game you're playing.

are you mixing and matching? its always best to have the same kit but you would try to dial in similar settings by either overclocking or downclocking one of the kits

i got the r5 3600xt hoping that isn't too much of a jump from the r5 3600 or a need to upgrade my gtx 1050 ti gpu

you are going to want an upgrade
