Undervolting and a thermal paste replacement would do much more for the cooling than a cooling pad

73-90c idle sounds more like bad thermal paste application or poor contact to the cpu gpu. Idle at most should be 30-40c so something isn't contacting properly.

The best gaming PC is the PC you like to game on, how you like to game on it

Could also be a bad thermal sensor that drives the fans.

It must be true, I read it on the internet...

Does it actually feel hot?  It is entirely possible that the reading you are getting is incorrect.  It's just hard to believe that a factory installed heatsink could be that terrible, unless it either has no thermal paste at all (like @GhostRoadieBL says) or if you took it part and never put it back together tight enough during the cleanings.

1. I do know where the gpu & cpu are and the gpu is meh 50c which is what it tells me and cpu feels bit hotter..

2. I dont take apart laptops..

hmmm... this is tough one...
Does the air exit the laptop out of the side or up in front of the screen?  It is hard to tell by photos on Dell's website.  Does that exiting air feel hot when idle?  Something is definitely wrong if you are getting such extreme temps while idle.

It must be true, I read it on the internet...

try a different program, like hwinfo, to verify they are correct. it sounds like the thermal paste could have been done improperly, or heat sink remounted improperly. i would redo it for good measure.

question where do I check temps at on the thingy? hwinfo?

Is this a hwinfo issue or just temp sensor issue

this guy had a similar problem and repasting took it from 90-100c gaming to 60-70c at full load. I would start by repasting before digging into thermal probes as they are much less likely to be faulty considering the laptop has already been opened.

"The Dell is a middling thermal performer. When gaming the noise levels are low, especially if you’re running less-demanding titles"

you should definitely be seeing better temps based on most of the reviews for that laptop.
