I don't see how anything else would have to do with it going 3200mhz.Everything is working fine , no errors showing up in device manager also.
The ram is Patriot Viper 4 Series 16GB DDR4 3200MHz CL16 Dual Channel.
Your board is supposed to be populated in 2 and 4 for 2 dimm config. Might not help but won't hurt this is due to the traces on the board.
reseating CPU since it has memory controller built in could be a contact issue.
Swapping dimms around sounds weird but i have seen it quite a few times that it has fixed issues.
