Low FPS in TW3 w/ DSR (4k) with a 2080 Super

Heya,

I recently built a new PC with the following specs -

Intel Core i9-9900k

MSI Ventus 2080 Super OC

Corsair Vengeance RGB 32GB DDR4 RAM

1TB Samsung 970 EVO NVMe SSD

4TB SeaGate Barracuda HDD

Corsair H100i Liquid CPU Cooler

It's a monster of a computer, and I couldnt wait to fire it up and get some super high FPS in games, I've got all of my drivers up to date, yet for some reason when I run TW3 with DSR (4k) (GeForce Optimized) I get 40fps at 99% GPU usage, whereas if I am not using DSR, I am sitting at 60fps at all times (VSync) in 1080p.

It's really beginning to stress me out, I spent £2000 on this PC, and I'm kinda disappointed to see this happening :/

Does anyone know what the issue is, and how I can fix it?

Thanks in advance :)

How many FPS do you get with VSync disabled?

4K is 4x the number of pixels as 1080p ... your FPS will take a huge hit by rendering at 4K, and then squashing it down to 1080p....

You are looking at ~50 FPS average with The Witcher 3 at 4K Ultra settings with a RTX 2080 Super.

Is your i9-9900K at stock, or all core overclocked to ~5.0 GHz?

I turned off Vsync and I'm not at about 47fps, is there something else I am missing, or is it just to be expected because its DSR?

I updated my last comment.

Just to be clear, you are rendering the game at 4K resolution with DSR enabled.

You'll see a significant performance hit rendering at 4K vs 1080p...it is 4x the amount of pixels your GPU has to pump out.

Gaming at native 4K resolution, and using DSR to 4K is the same thing as far as the GPU cares.

Just to ask again, is your i9-9900K at stock, or overclocked?

My friend and I built the PC, and he put it up to 5Ghz, but when looking at XTU I never see it exceed 4ghz, but I'm not sure if thats because it's usually idle when I take a look.

It was NOT 5Ghz. The Core Ratio was 3.62, and the Cache Ratio was 4.32, I've popped them up to 4.72, but it Current Limit Throttled, so I've popped it back down to 4.52, and during benchmarking I hear some coil whine, I'm honestly not too familiar with OC'ing and I don't want to screw anything up, so I don't think I'll be putting it above 4.52, as 4.62 also causes it to CL Throttle.

Is this going to make a noticeable difference to game performance?
