FPS problems with an rx 550 on League Of Legends

I have a friend that recently started having big fps problems in league of legends. Basically the game defaults in 35-50 fps about 30 secs into the game(starting at ~140 and dropping to that). I re-installed the drivers of the gpu and the game, installed windows updates but nothing changed. The only thing that is left is to re-install windows but since i don't live near my friend that is gonna be difficult to do for a while.

Also i tweaked the gpu to have more power and ramped up the fan at 100 for some time just to see if this would help but nothing...

A weird thing i noticed was that sometimes it would show more than 100% vram usage but when re-installing drives it looked normal again.

The game didn't have this problem before, it was playing the game well.

The PC specs are these

CPU: fx-6300 (not overheating i checked)

GPU: AMD RX550

Mobo: A good gigabyte one 

Storage: A ssd of some type 

Ram: 8gb 1866mh

How high are the temperatures?

Which one? 970 or 990 chipset?

35-40 C is the 100% usesage temps of the cpu ( i have it locked and undervolted at its base clock 3.5 ghz)
i think its the 970 chipset
I am sure its a gpu related problem, either hardware or some kind of software is playing tricks on the gpu 
the temps of the mobo are also normal (max is about 55 C on the hottest parts if i remember corectly)
