Should I buy a R5 1600 or R3 3100

Hi so I'm going to build my first gaming PC soon and I need some help figuring out which CPU to get with my radeon rx 580. The options are Ryzen 5 1600 or Ryzen 3 3100.

Ryzen 3100 is better and likely cheaper

 

Also - RX 580 for  223$ - No!

Maybe Geforce 1660 Super (?)

thanks but the rx 580 is cheaper where i live for about 170$ the GTX 1660 is 240$ and the super variant is 289$
