no one can give you an answer because there's too many factor like workload, case airflow, case components, ambient temps and what not

but the hyper 212 black should handle the 9600k at stock just fine

Up to 55C "idle", under 80C under load. Its not fantastic cooler, but you can even OC with it. Rest depends on so many things that its better you test it yourself. Or check reviews which has the two in same chart.
