Micro stuttering in games

So almost all of my pc parts are new except for the PSU
Specs:
Motherboard: B450M- A Pro Max
CPU: Ryzen 5 2600x
CPU Cooler: Stock cooler
GPU: Nvidia GTX 1660Ti Ventus XS OC Edition
RAM: Corsair Vengenance LPX DDR4 2x8 GB 3200Mhz
SSD 1: Gigabyte GP-GSM2NE3100TNTD
SSD 2: Samsung 830 Series
PSU: From previous pc (1000 watts)
Windows 10 Pro version 2004, installed on M.2 SSD plus games
The temps are very good at around 35-50 celsius on both CPU and GPU
I have not overclocked anything and everything is at stock.
I play a lot of GTA 5 and there i don't think i have any micro stutter, but i did try Minecraft again because of streamers and it microstutters like hell
Happens at around 8 seconds and 33 seconds
I have 2 monitors, main is 144hz and second is 60hz if that helps in any way
I have tried changing settings in the nvidia control panel and it did not help
I tried having G Sync on and off and it did not help
I tried reinstallng windows , games and chaning disks for the windows installion
I tried updating all mobo and gpu drivers plus bios
I don't know what else to do so if you have any suggestion on what i could do to get rid of this super annoying problem then please let me know!

The first time, it lines up with the TEXTBOX coming into screen...the UI elements.
Then again a few seconds after the 33s one,..which could have delayed longer because it was busy counting for a second.l

Maximums - Asus Z97-K /w i5 4690 Bclk @106.9Mhz * x39 = 4.17Ghz, 8GB of 2600Mhz DDR3,.. Gigabyte GTX970 G1-Gaming @ 1550Mhz

Try moving your ram to the farther two slots from the cpu on your motherboard. 

If that doesn't help you could try applying an XMP Profile for your ram on your motherboard. How to Apply an XMP Profile

I have a Mini ATX Motherboard so i cant move it and i already have xmp enabled 3200Mhz

Do you have GPU Scheduling on or off? Which ever it is try the other and reboot after making the change and try again.

There's something that looks like a single drop in the beginning, which could be whatever (other players loading in etc) 

 

 

This is *not* micro stuttering whatsoever, micro stuttering is constant, not a single occurrence. 

 

 

If you want to show your issue(s) you need to have at least some overlay showing fps etc.
