Country: israel , but will buy it in the US and some freind will ship it to me

16 GB RAM 1600MHZ
Z97 D3H  mb

m.2 256 GB 
240 SSD GB 
240 SSD GB 
i run the cod on 80-100 fps 
hope to have higher preformace on new pc

preffer second hand pc or new one from amazon and other sites on U

i7 4790k + GTX1070 is a pretty decent PC. I'm not sure if you'll be getting much of an upgrade buying a completely new system for $600, especially buying used when hardware will typically be a few years old.

 

What type of monitor do you have. Resolution & refresh rate?

Keep in mind you may have to pay additional import fees on top of the shipping cost. Might end up being more expensive than buying locally.

60HZ

and i dont mind getting old parts thats the point of second hand PC for me XD 
i bought my pc at the moment as third/forth hand PC

My father tried that once. Customs didn't believe it was a gift and he ended up paying a penalty duty on top of the regular import fees.

No, but I'm sure this could happen in other countries as well. Especially if your friend ships new hardware including original packaging and a receipt.

Upgrading parts on your current PC might be better than just buying a whole new system.
