Why are you looking at the physical fans and not the speed they're set to.

Watch the video provided....

Have had this card for exactly a year now last week, it worked pretty well for how much I paid for it (150 CAD). There was an issue when I woke up my computer from sleep, the fans would go crazy at max speed for about 30 seconds and then stop. Maybe that wore out the fans in some way. Now I think it might be time to upgrade, here's the video on it: https://streamable.com/qjoezb

Just half an hour ago the right fan was able to spin (very slowly) but now it just seems it's struggling. Any insight or help would be appreciated.

You can look for a replacement fan easily enough if you want to tinker apart the GPU, note the fan model/info and replace it.

looks like the fan's dying, replace if continued use is desired, can either get product code off the fan (on the side against the heatsink) or zip-tie a fan to it.

Because it's making a loud noise? Fan speeds are normal

Maximums - Asus Z97-K /w i5 4690 Bclk @106.9Mhz * x39 = 4.17Ghz, 8GB of 2600Mhz DDR3,.. Gigabyte GTX970 G1-Gaming @ 1550Mhz

Thank you, disassembled my gpu and got the part #. Amazon is selling a pair of the fans for 20 bucks.
