Is this OK for my CPU

No problem, even if used it's still a good price.

Make sure no bent pins, clean everything and it should be ok.

I just ordered my Ryzen 5 3600.

 

I got it from eBay at a decent price £137.50

 

When receiving it today, i notice that it has a bit of thermal paste on it as you can see in the pic.

 

Just wanted to check that this is OK?

Yeah it’s not a problem, just shows the owner didn’t properly clean it. Just make sure that you wipe it off properly before using it.

Did you buy it used? If not, open case with eBay. That's obviously used.

Yeh, I've checked all pins, not sure how to clean and what to clean with
