So right now I am currently running a ryzen 5 3600 and a GTX 1070 for 1080p 144hz. My dad plays at 1440p however and is planning to upgrade from his gtx 1070 soon. He told me he would give me that card, so heres my question: can I SLI two GTX 1070's from different brands? (One being MSI and the other being Gigabyte)

Yes, but there's close to no point in it.

 

Go for it if you have 2, but you'll be stuck to using a single card in most cases.

Assuming they are the same size and you want to use a hb bridge. Or a ribbon cables if they aren’t. 
Then you’d need a board and psu to support it. 
 

Aside from that it will come down to the games you play.

if your system can handle it (pcie lanes, PSU wattage and cables) there's no harm trying it out. worst case you are at the same fps, best case the games you play have been optimized for sli and will run really well. 

The best gaming PC is the PC you like to game on, how you like to game on it

I would recommend selling both on ebay and then buying something else. You would have around 400 dollars, which can get you a decent card.

 

SLI is dead, single cards are the only worthwhile path.

Most games don't work that well with SLI. It's not really a great experience, and really, as @jtmoseley said, you'd be far better off selling the 1070s and getting something else, like a 3070.
