HDD failing?

So i have noticed recently my pc started using longer time than usual when i move files. 

and now i was going to move a 13-14MB file from Desktop to my E partion or what its called. its the same HDD but i split it up.

it took like 2 minuts but it said it was moving the file with 150-170 MB/s.

 

is my Hardisk failing?

 

Specs:

i7 4770k Stock Ghz

gtx 770

z87 pro

8 gb 1600mhz ram

seagate barracuda 1tb 7200rpm

750 watt psu

Windows 8.1

 

my pc is about 6-7 months old.

i only hear the "disk" spinning and the arm moving aroud. not loudly at all

Use something like hard disk sentinel to check the drives expected lifetime left. Also tells you how healthy the drive itself is along with some other cool data http://www.hdsentinel.com/

Defrag it.

delete all the unnecessary files ,do a disk clean up in the hdd properties then defrag
