When fortnites running it says im constantly using 100% of my cpu, even watching youtube its around 40%

That would be why then... your CPU is bottlenecking you and is the cause of your stutters. Try limiting your FPS to like 144 or something and test.

Seems to be fine when i cap it to 144,   So whats a good CPU to get?

The only CPU you can upgrade to on your platform is the 7700k. Anything else will require a full platform upgrade.

Limit FPS for now for smooth gameplay experience and wait a few days until the Ryzen 3rd announcement and reviews likely in a few weeks if recent release trends hold with AMD.

So is there anyways for now i can get smooth 240fps? The game can run 240fps but just stuttering.. Just got this brand new monitor and can barely use it

NO...

You just don't have enough CPU horsepower to push those high frames at 1080P.

unfortunately no... Your CPU is holding you back and cant keep the GPU fed to keep up the FPS at a playable experience. Start at 144 and monitor your CPU usage and go up from there until you see and feel the stutters and what you feel acceptable in terms of the experience you're receiving.

So what would i need to upgrade too?  i have quite a large budget and im willing to pay a good amount if it can actually run it

CPU and Motherboard since you're limited on what you can do on your current platform.

Yes, the 1070 should be just fine for up to 240fps in Fortnite. For maximum gaming performance, the best CPU right now is the 10700k or 10900k with a Z490 platform.

Hey man, i know its a really late reply but i was wondering.. Im probably gonna upgrade to something like a i7-9700k and a new MB... Do you think i'll have to upgrade my PSU too?  It's only a 350w and i cant tell if the online psu calculators are accurate or not.. And will 16GB ( 2x8 )  3000mhz corsair vengeance RAM be good?

yes, you will need to upgrade your PSU. PSU calculators online are garbage and are never good to go by. Get yourself a good 550w based on the Tier list posted in my signature. For future proofing, you should look at getting a 750w if you ever want to upgrade to a 3000 series or beyond since they are very power hungry.
