Need Help (Mid Range PC Very Low FPS GTA V

Hiii everyone

Ive been having this problem fora while now i thought it was me but now im starting to get a lot more concerned , so quick intro , I bulit my gaming Pc a couple of years ago At the time had a config with 16 gbs of Ram DDR4 (HyperX i think its the low herz models 2133 or 2400) , an i7 6700 (Stock Fan) as a cpu and a 1060 6GB Armor MSI as a GPU , 550W 84 % efficency PSU and a Z170 P from ASUS as a motherboard also my exhasting on the case was positive so i changed it to neutral right away.

I play a lot of different Games and i know that my PC wasnt High end at the time nor is it now but the FPS i was getting didnt really seem like legit to me on some Games Like GTA 5 as an instance ive been having this problem , no matter what the settings are set to at first i was getting good fps like a 100 -120 on mid to high settings or even some of em were on Ultra ( Mind that i have a shitty monitor / TV thats only 60 frames and its in a resolution of 1366x768 as weird as it is ) but after a couple of grpahics driver updates by GEFORCE Experience my fps started falling and then i entered my problematic zone of fps i can go above 70-80 and i fall quite often to 30-40 so id say my average is 50 no matter the settings Normal or Very High or Ultra.

I Played like that for some time waiting on new drivers on fixes but nothing Happened so because in some other Tasks that i was Lacking Ram not GTA 5 i upgraded My ram got two more 8gb sticks at 3000mhz but they declock themselves to the slower ones wich is normal , tho that didnt change a thing for GTA 5 so it annoyed me even more tried special Settings Reinstalled GTA 5 at least 10 times reainstalled and Formated my PC at least 3 Times and well no improvement at all , so now i upgraded my PC Again hoping for a big improvement in the FPS even tho id be getting a good amount of bottleneck Cause of my CPU which imma Change next but RN im running a GTX 1080TI MSI Gaming X which i thought was like wow and big upgrade from the 1060 but tbh i havent gotten any like any improvement in GTA 5 and im playing on  low resolution and again no matter the settings i cant get above that FPS Range its horrible and frustrating that i cant fix this.

So I was hoping one of u Could help me somehow cause i really dont know what to do next....

Thanks in advance guys

your cpu is the bottleneck. that is very low res monitor. that means that the game mostly renders form the pcu and not form the gpu.
