weird noise with matching problems

now that I think about it... its the psu, it went throught mining, I thought seasonic was top of the line, I need a new psu... life of the pcmasterrace, money is just for spending I guess

I have a very nice pc that I just built, 3600X 5700XT Steel legend mobo, 16Gb trident Z ram "OC" to 3600Mhz (XMP file, advertised on packaging) 1TB Nvme 970 evo plus and 250Gb Samsung SSD

I have this weird high pitched noise, It causes bad stutter issues in games. I can drag a window around my windows home screen and it will make a consistent noise like its doing something, then when I let go of it it doesn't stop but it becomes "random". I have unplugged all my peripherals to make sure it wasn't them, I unplugged my GPU 6x2 PIN and changed the video output to my cpu, still had problems. I have reverted my OC on my ram back to the stock 2133 Mhz, still nothing, i underclocked my cpu by 100Mhz.. nothing. I am going insane, my hardware is new from trusted buying sites like newegg and amazon.

Can you try a different PSU too?

Nvme was installed after, (today), the problem

I am water cooling the cpu and the gpu is a 3 fan beef boy that doesnt break a sweat

I am thinking it is the psu, I dont have a replacement on me, so i would have to straight up buy a new one
