Hi I need help with my computer, without too much explaining this started happening recently

As you can see in the picture my cpu is going bananas ( The clock speed to be precise  XD )

I'm out of ideas what to do 

All drivers are up to date and every diagnostic that I run says it's all fine\]

P.S.     It's an old machine I know but that is what I have

That has to be a world record. 😆 . Kidding aside, it could have been an error in the task manager or something going unstable. Maybe driver or a virus.

Im with the mentaility of "IF IM NOT SURE IF ITS ENOUGH COOLING, GO OVERKILL"

GPU             : ASUS RX 580 Dual OC (Formerly ASUS GTX 1060 but it got corroded for some odd reasons)

STORAGE         : Seagate Baracudda 1TB and Kingston SSD
PSU             : Thermaltake Lite power 550W (Gonna change soon as i dont trust this)
CASE            : Rakk Anyag Frost
CPU COOLER      : ID-Cooling SE 207
CASE FANS       : Mix of ID cooling fans, Corsair fans and Rakk Ounos (planned change to ID Cooling)
DISPLAY         : SpectrePro XTNS24 144hz Curved VA panel
MOUSE           : Logitech G603 Lightspeed
KEYBOARD        : Rakk Lam Ang

HEADSET         : Plantronics RIG 500HD

Kingston Hyper X Stinger

 

and a whole lot of LED everywhere(behind the monitor, behind the desk, behind the shelf of the PC mount and inside the case)

Well it's an old system so it runs slow but since this has started it has gotten worse

 

Task manager alone is using 70 + % of the cpu from time to time, I'm not even want talk about what Chrome dose XD

I've brought this pc from the grave a cuple of times now, but this a have no idea how to fix

Hm, I don't see anything suspicious or anything maxing out your CPU. Did it start in the last few days?  Have you tried um... restarting? It's been up for over 6 days. Which is not bad in itself. People don't reboot computers for weeks. But a restart may clear things up.

I'm planing to do this soon

Or switch to linux completely at this point because windows is just too bloated

Windows 10 isn't THAT bloated. And Linux has its own problems too. The grass is always greener on the other side.
