Games, programs or workloads that it will be used for: Gaming, PS, light Blender(grease pencil) 

This is the build I'm going for when the RTX 3070 hit the market. My budget is ~$1300. I'll be using it mainly for gaming and PS.

Solid build really. However you might as well get a 5 pack of p12 fans for a little more and replace all fans with them as they will be better and more quiet than the fractal and cm fan.

 

However by the time the 3070 is fully available ryzen 4000 might be out or soon to launch so keep an eye out for that and if possible wait.

I made some slight changes, but the list you put together is already good:

Better CPU cooler, similar motherboard (the Gaming Plus is really just an A Pro with a different colour scheme), better memory, NVMe SSD and a better (mostly in terms of noise) power supply.

 

As @jaslion mentioned, Zen 3 CPUs will probably launch sometime near the 3070's release, and I'd definitely suggest going for a new Ryzen 4600 (assuming that's what the 3600's successor will be called), especially if you plan on gaming at 1080p and even 1440p.

what's PS? photoshop? or playstation? 🤔

it's fine if it's photoshop

if it's playstation then you have to clarify what you intend to do (maybe stream the PS? idk)
