GPU fan speed at 0% but Fan Spinning at 4000RPM

Hi, I have MSI Rx 570 Armor 4g OC and I have some problem. As soon as I turn on the PC the GPU Fan Speed is running at 4k RPM, and I tried to monitor the Fan Speed using GPUZ and at the Fan speed (%) is 0 but the Fan Speed (RPM) is 4k RPM, and no matter what I change it wont slow down until I shutdown the PC. even I check the Fan Speed using HWMonitor and the AMD Driver and its same the Fan Speed is at 0 RPM

download DDU, and AMD's driver from their website

run DDU and reinstall the GPU driver

Try a newer driver.

 

Also, for whatever reason, AMD cards really lag on the fan speed. My Vega 64 takes up to 5 minutes for the fan to actually slow down, though it usually gradually ramps down by then.
