Is there a website where I can enter desired specs (CPU, GPU, RAM, etc) and select games on different settings to see what frame rate I can expect?

No as frame rate is determined by other factors , not just the components alone.

Specs are:

Intel core i3 m330 dual core

Intel HD graphics arrandale (has no number behind it) DirectX 10

4GB DDR3L Dual channel 1060Mhz RAM

The game is Rocket League on worst settings and 720p.

Because its a older intel IGPU, like 5 fps

As owneer of beefier laptop, not playable. The laptop is just not meant for gaming.
