Building Gaming/Workstation PC with RTX 3080/90 & 10980 XE

Hi everyone. So I've been thinking about building a PC for quite some time. I want to build a PC that can handle both extreme gaming and work load. I tried to build some PCs on website like maingear.com but it's confusing with so many options available and getting everything top tier might get the job done but with a big cost. So i guessed that there might be some tested and benchmark-ed configurations out there that will do the job for me without costing me a fortune. Although I have very high expectations from this build such as it should be able to handle big deep learning models and graphically intense upcoming games like Forza Motorsports, Hitman 3 at least 60 fps on a 4k monitor with ultra settings for years but I'm willing to spend accordingly. The GPU I have targeted for this build is the Nvidia RTX 3080 or 3090 with Intel Core i9-10980XE 3.0 GHz LGA2066 processor. But i will appreciate if i can be corrected and get the help i need. Thanks.

Budget (including currency):  € 3,500 (Maximum without the monitor) 

Country: Europe/Finland

Games, programs or workloads that it will be used for: Deep Learning model trainings, Forza Motorsports, Hitman 3 and all upcoming games

Other details This is my first build so everything needs to be made from scratch. I will buy all the parts from either a local store here in Finland or from amazon.de

You could save a few hundred bucks/euros by going with a 3950x (going with a Threadripper will likely be slightly more expensive). Maybe even get better performance in games, though you will be giving up two cores (18 vs 16). Do you have any RAM preference, whether you need 32, 64 or 128 GB?

i would go for the 10900k or the upcoming 12/16 core cpu from amd. the 10980xe is not worth it.
