Budget (including currency): $1450 (NOT INCLUDING GPU AND POWER SUPPLY) I already have a RTX 3080, and a RM850x 80 Plus Gold Fully Modular ATX Power Supply

Games, programs or workloads that it will be used for: I want fastest everything and highest frames, hoping for a Ryzen 3900X

Highest frame rates will be seen on a 10900K or potentially on Zen3 when benches come out.

Main: AMD Ryzen 7 5800X3D, Nvidia GTX 1080 Ti, 16 GB 4400 MHz DDR4 Linux - Fedora

Monetary value depends entirely on what the makers release, or don't release next on the platform. Historically, only the peak CPU's of a platform retain significant value, the rest being proportional to the performance.
