Need Second Opinion on GPU Dust From eBay Listing

I see some caked on dust. Could that be because a previous owner was a smoker, or is that just a bad case of regular house dust? Tar/dust being caked on everywhere gives me the heebie jeebies. I've never let a component get this dusty, so I'm looking for second opinions.

hard to say

i would guess just normal house dust for the most part

though i wouldnt buy a blower card unless it's really cheap/specific scenarios where blower makes more sense

Not everyone is you, so it's very likely they just never cleaned it. They don't have to be a smoker, they could live in a dusty area, or have pets, shed a lot of skin, etc etc. There's loads of reasons for dust build up.
