There is no single "internet server", so you also can't change it. Speedtest has a list of servers it uses to test speeds with, but e.g. games have a different list of servers they connect to. The game can't connect to e.g. Speedtest's servers because those servers aren't running the game-related software.

he hasn't mentioned a game so I'm assuming he's talking about changing the Speedtest Server? which is obviously highlighted in blue on their website

A service like speedtest.net has a bunch of servers distributed all over the world. These can give you a rough estimate as to how good your connection to that part of the world is.

 

A speed test doesn't say anything about servers used by other services like games. Even if a game server is located in the same general region or even the same data center, its speed doesn't have to be the same. It may receive much more traffic or experience higher system load, both of which can negatively impact its latency.

 

A game server also typically does much more than simply reply to a request and that processing time also factors into the overall latency. If a game has multiple servers, about the only thing you can do is try one that is closer to you or has fewer players.
