and usage under load is (or is this under load?) ? windows does use some ram at idle. and unless you're page filing you shouldn't need to upgrade ram.

Faster RAM can improve game performance in CPU-limited scenarios, yes, but if you're on a DDR3 system, I don't think it's worth the money to buy faster DDR3 just to drop into your current board. Just save up for a new CPU platform. If you have an older GPU you're probably GPU-limited more often than CPU-limited anyway.

im on gpu limited until xmas when im going to get a 1660 super i think. I have a 3.2 ghz 8 core hyper threaded cpu so im not cpu limited.

What CPU and GPU do you have now?

If you're capacity limited (constantly above 90% usage) then adding more RAM will definitely increase performance

If you're asking if faster ram will help, then it's a less clear answer

Some CPU benefit more from faster RAM than others, some may not see a difference in games.

Though generally the money is better spent on upgrading other parts because the increase is not huge

It's something to consider when building a PC, not an afterthought upgrade that's worth it

-sigh- feeling like I'm being too negative lately

im on about getting faster ram

You could just manually overclock this one and see how far you can go, the performance increase wont justify the price of a new kit.

You probably won't be able to overclock memory on a server/workstation board anyway, and the CPU is unlikely to accept any faster memory than what you currently have. My guess is the graphics card is what's holding you back right now.

the oc i have no clue about but about the gpu you are correct i play at 480p to try and get 144fps in fortnite and only get 90-100 ig with my cpu sat on 10%

I suspect that's because of your ancient FirePro GPU. Literally no point doing anything until that's consigned to the bin.
