I assume you're referring to page file? It'll take up space from your selected drive and use it. I would not change any settings, leave it as it is. If you're low on memory, just get another memory stick (depending on what system you have)

No, increasing pagefile's size does not improve performance. Also, no, just let Windows manage it.
