Likely with slight performance loss, even 2080ti can drop a few frames at times.

Mor than likely load times will increase, but GPU preformance will be like a 16x to 8x slot. (Don't take this as fact this is just speculation.)

Yes, there will almost certainly be no performance loss on PCIe gen 3, at least for normal gaming.

(maybe new features like RTX IO will need Gen 4 to work at their full potential, but unlikely)

 

check out this article and see how little the performance decreases, even as lane count goes down to 4.
