Power Limit Throttling And FPS Drops

Hey there, my laptop is having Power Limit Throttling and it is dropping frames all over the place. The standard XTU benchmark for my laptop is 992 or 983 but I am only getting 920, any suggestions welcome.

During testing does it thermal throttle?

no only when i put it on the overclocked mode

acer predator helios 300 i5 9300h 1660ti and now the score is 781

Make sure windows updates aren't going in the background.

My windows updates arnt even loading up whenever i go to that tab on settings it infinitely loads
