Need help with Network Utilization please.

Ever since updating Windows 10 to version 1909, I have noticed a significant loss in my download speeds. It appears my downloads are capped and I cant find an option to uncap them.

On task manager, network is on 30% and hasn't moved at all. Steam is also the same, it is stuck on 3.5MB/s.

 

I have looked for ages for a fix, including going into the 'Limited preservable bandwidth' in gpedit.msc , but that doesn't seem to fix the issue.

 

If anybody could please tell me a potential fix that would be greatly appreciated.

Update your wireless/LAN driver, if you haven't already. Update Windows if you haven't already. If neither of those resolves the issue, reset the network configuration in Settings.

Steam downloads will vary depending on what the Steam download servers decide to give you, and are not an accurate representation of your download speed. Please run a speedtest using the official speedtest.net app over a hardwired connection directly into your modem/router. Feel free to screenshot the app / speedtest results if you wish. You can also run DSL reports speedtest and the fast.com speedtest too, if you want a 2nd and 3rd opinion.

While that's technically true, I don't think there's any scenario where the Steam servers are literally only sending 3.5MB/s. It's normal to get 50MB/s or more if you've got the pipe for it.

Happens quite to me if I select the Vancouver, Canada server instead of Seattle, Washington during peak hours. :P And I'm sure you're aware of the fact that Steam measures in MegaBytes (MB) by default, not MegaBits (Mb / mb), but thought I'd share just in case OP isn't aware of this. Either way, OP should be running a speedtest to determine actual line speeds instead of relying on a game download to measure this.

Its not just with steam, it happens with Uplay, etc. But before updating Windows, I was easily hitting 7-8MB/s on Steam, etc.

I also am aware about the difference between MB and Mb 🙃

Awesome to hear you're aware of the differences! :) As @Chris Pratt mentioned, ensure your network drivers are updated, then run some speedtests and get back to us with the results. Best to get a baseline reading of your raw network speeds before troubleshooting the speeds of individual services.

The "network utilisation" in task/resource manager is always lower than 100%, because the "network speed" that windows uses as 100% is the speed of the LAN.

 

So for example, I use a gigabit LAN, but my internet service is 30mbit. This means that at full download speed, task manager gives me a network usage of around 3%. The "usage" is not the usage of my internet connection, it's the usage of the ethernet link to my PC.

 

What surprises me is that your link speed is 100mbit. If you're using a cable, that should be 1gbit, or otherwise you may be using a bad cable or a sketchy old switch.
